Using the example of a large metropolitan transit authority we will examine the often conflicting legal and policy perspectives of US Federal, State, company and union perspectives in creating fair standards for which physical and psychological abilities are required to safely perform each position, particularly five positions considered to be most "safety sensitive" for the passengers well-being. These standards then become the measure of whether an employee is able to work, or is placed on medical leave or disability.
